Conditions for receiving overtime pay
- Overtime must be agreed in advance with the manager holding budget responsibility.
- Overtime can only be paid for work outside normal working hours for a 100% position, as well as?on weekends and public holidays.
- It is important to remember that flexitime and overtime are two separate accounts. Overtime must be ordered by the manager, while flexitime is up to each individual to decide on, within the framework set out in the special agreement on flexible working hours in the state. It is possible to take time off and work overtime on the same day.
- The maximum number of hours of overtime per day, week and month is set out in the Working Environment Act and the Basic Collective Agreement. See for example Personnel Handbook for State Employees, point 3.2.1 (lovdata.no) (Norwegian).
Overtime rates
Overtime is compensated by the following supplements:
- 50% supplement (morning and evening)
- 100% supplement (from 20:00 until 06:00 on weekdays, from Friday 20:00 until Monday 06:00 and on public holidays)
- The difference between overtime rates and the normal hourly rate, when overtime is taken out as time off for overtime worked.
- For overtime during the weekend a Saturday and Sunday supplement?is paid in addition, cf.?section 15 no. 4 of the Basic Collective Agreement.
Registering overtime

- Employees with several positions in different position codes must not register overtime in the self-service portal,?but must submit an overtime sheet (xlsm) to the local unit's administration.
Payment of overtime
- Overtime is paid together with salary, depending on when the manager approves the hours. Check specific payment dates on the payroll schedule?(main salary).
- Overtime is sent to the manager for approval on the 15th and 23rd, as well as on the 1st of the following month.
- Overtime payment is shown on your?pay slip.
Overtime for part-time employees
- The conditions for receiving overtime pay also apply to part-time employees. Overtime will be compensated when working hours are registered beyond full normal working hours (see “Overtime rates”).
- Employees in part-time positions may receive payment according to the overtime rate if they have completed a full normal working day and the overtime work has been ordered.
- Part-time employees who work more than their agreed employment percentage, and who will have this paid out as ordinary hourly wages, must also register ‘overtime for payment’. The part-time employee will be paid the normal hourly rate as long as the work is within 7 hours during summer time and 7.75 hours during winter time.
