Local senior safety representative, leading safety representative and their deputies election procedure

Purpose

This procedure will ensure that:

• a leading safety representative and deputy for the same are elected.
• a local senior safety representative and deputy for the same are elected

Range of application

This procedure applies to all units at the University where there are two or more safety representatives.

Responsibility

• The election committee for a department, museum, administrative department and other units that have chosen two or more safety representatives will be responsible for calling a meeting to elect a leading safety representative for a given safety zone, and to chair the meeting. A deputy to the leading safety representative will also be elected.
• At faculties where an election committee has completed the election of safety representatives for the entire faculty, the election committee is responsible to convene a meeting for the election of local senior safety representative and to chair the meeting. It shall also be elected deputy for local senior safety representative.
• Faculties with no election committee are responsible for inviting relevant leading safety representatives and/or safety representatives to elect a local senior safety representative and a deputy for that faculty.
• The election committee at the museums, the university library has the responsibility to convene a meeting for the election of local senior saftey representative and to chair the meeting. It shall also be elected deputy for local senior safety representative.
• If no safety representatives are willing to stand for election as a local senior safety representative, leading safety representative and deputies for those, the trade unions shall appoint them.
• The management shall announce who has been elected or appointed for the various safety zones and when the appointment begins.
• The management shall notify the HSE Unit and senior safety representative of who has been appointed as local senior safety representative, leading safety representative and their deputies.

Method

Planning

The election committee shall arrange a meeting of all the safety representatives within their safety zones so that they can choose a local senior safety representative or leading safety representative. A local senior safety representative is elected at the faculties, the museums, the university Library, and the management and suport units.

The notice of the meeting shall state that:

• a local senior safety representative or a leading safety representative is to be elected
• a deputy safety representative is also to be elected
• proposals for candidates can be submitted to the election committee

Details on the role, duties and authority of the local senior safety representative or leading safety representative  should be included.

The management or a representative of the management of faculties with no election committee shall arrange a meeting of relevant leading safety representatives and/or safety representatives.

The notice of the meeting shall state that:

• A local senior safety representative is to be elected from among the leading institute safety representatives and safety representatives from institutes with only one safety representative
• a deputy safety representative is also to be elected
• proposals for candidates can be submitted to <contact person> (who can be a safety representative not eligible for the role of leading safety representative at faculty level. Alternatively: The secretary of the faculty LWEC acts as election committee for the election of a leading safety representative, but involving a representative of the employer may not be beneficial.)

Details on the role, duties and authority of the local senior safety representative should be included.

Execution

The local senior safety representative or leading safety representative is to be elected from  and among the safety representatives. Safety representatives can propose candidates for the post of leading safety representative within their safety zone. Voting is conducted by each individual writing the name of a candidate on a ballot slip. The candidate with the most votes will be elected as senior safety representative. The same process will be used to elect a local senior safety representative and deputies.

Reporting

The election committee shall provide written details to the management for the safety zone of the leading safety representative and deputy elected. When the appointment commences (if not 1 January) must also be stated.

The faculty contact person shall provide written details to the management for the safety zone of the local senior safety representative and deputy elected. When the appointment commences (if not 1 January) must also be stated.

The management within the various safety zones shall announce the results to the staff and report to the HSE Unit and senior safety representative.
