Policy for HSE expertise

Managers

3-hour course on HSE work at UiO:

Either

• HSE management system UiO ¨C module 5 basic course

or

• UiO's internal courses: HSE basic course module 5+6

Managers must also have sufficient competence regarding the hazards in their working environment in order to ensure the safety of their employees.

To be implemented within one year.

Members of the working environment committee

Either

• UiO's internal courses: HSE basic course module 1-7

or

• E-learning: HSE basic course working environment - general part. E-learning and UiO's internal courses: HSE basic course module 5-7

or

• HSE basic course taken at an external provider

To be implemented within one year.

Safety representatives

Either

• UiO's internal courses: HSE basic course module 1-7

or

• E-learning: HSE basic course working environment - general part. E-learning and UiO's internal courses: HSE basic course module 5-7

or

• HSE basic course taken at an external provider

Floor contact persons for fire protection

• Fire protection course for floor contacts

To be carried out within 3 months.

Radiation protection coordinators

• Training based on legislation and risk assessments locally.

Employees

• Fire prevention training

Fire prevention training must be provided soon as possible and no later than within 14 days.

Students

All students:

• Information about fire protection and Sikersiden.no
• HSE training based on risk assessment locally

Students who work independently in a lab, clinic, field or equivalent:

• HSE training as employees with similar tasks

Information about fire protection and Sikersiden.no must be provided to all new students each semester.

Apprentices

Volunteers

Contract personnel

The HSE responsibility for persons who carry out their work on UiO's premises, but who have another employer, must be stated in the contract. There must be corresponding requirements for HSE competence for contracted personnel.

Employees who handle chemicals, biological factors or radiation sources

Everyone who works in a laboratory

• Basic laboratory safety
• Personal protective equipment

Those who use hazardous chemicals:

• Substances database, chemical handling

Those who handle gas:

• Working safely with gas

Those who use open radioactive sources:

• User course for working with open radioactive sources

Those who use other radiation sources

• Training based on regulatory requirements and risk assessment locally.

Those who are exposed to the risk of infection when working with biological factors

• Infection protection
• Training based on risk assessment locally

To be completed within one year, but must be completed before starting independent work

Employees who work with animals

• Fire protection training with a focus on the care of laboratory animals
• Infection protection

Employees who work in other types of laboratory

Employees who work in parks or gardens

Employees who carry out field work

Clinic staff responsible for patients

• Training in dealing with acute and life-threatening violence (PLIVO).
• First-aid course

Employees in kindergartens

• Fire protection training with a focus on the care of kindergarten children

Employees who operate and maintain buildings

• Training based on work tasks, e.g.:
• Working at height
• Instructed personnel: FSE course (repeated annually)
• First aid course (those who work on electrical installations must repeat this annually)
• Hot work (recertification every 5 years)

Employees with workplaces near defibrillators

A minimum of five employees who work near a defibrillator must receive annual training in:

• Cardiac pulmonary resuscitation
• Use of defibrillators

Employees responsible for events, gatherings or exhibitions

• Training based on risk assessment locally

Employees engaged in other work that may involve danger to life and health

• Training based on legislation and risk assessment locally
